This volume includes papers presented at the Eighth International Conference on Cold Regions Engineering - "The Cold Regions Infrastructure: An International Imperative for the 21st Century". The conference, sponsored by the Technical Council on Cold Regions Engineering (TCCRE) of the American Society of Civil Engineers (ASCE), was held in Fairbanks, Alaska on August 12-16, 1996.
