The member desiring to make a motion gets the chairmanâ€™s attention by raising his hand or standing up or calling: â€œMr. Chairman.â€ When given the floor, he begins: â€œI move thatâ€¦â€ and states his proposal as simply and clearly as possible. If the motion is in order, the chairman asks: â€œWill anyone second this motion?â€ and gives the floor to the first member indicating a wish to do so. This member says simply: â€œI second the motion.â€ If no one is willing to second the motion, the chairman declares that â€œthe motion is dropped for want of a secondâ€ and proceeds with the next order of business. If the motion is seconded, it enters the discussion stage.
